建设新农村与政府良性循环机制的构建

从农业抽取资源资助工业发展会导致农业生产效率下降、农民权益受损,也会导致工业自生能力减弱、自主创新能力降低、经济增长依赖外需等风险。政府在经历农业资助工业发展阶段后,应树立科学发展观,构建良性循环机制,转变经济增长方式,提高工业补贴效率,并将工业发展收益的一部分合理返还农村,推进新农村建设,提高农业的自我积累能力,实现农民工从强迫性迁移到平等性迁移的转变。

New Countryside Construction and Formation of Government's Sound Recycling Mechanism

The policy of drawing resources from agriculture to support industry will lead to some risks such as the decline of agricultural productivity,industrial spontaneity ability being weakened,the reduction of innovation ability,and economic growth relying on outer need.Government should establish scientific development concept,change the mode of economic growth,improve the efficiency of industrial subsidies and return part of the industrial development proceeds to rural areas, and at last to promote new rural development,to raise self-accumulation capacity of agricultural,realize the equal transfer of farmer-turned workers from the original compelling transfer.
