村级公益事业投资中的政府角色与农民行为

村级公益事业建设滞后,已成为制约新农村建设的重要因素。理论上村级公益事业作为准公共产品,政府和农民应共担投资责任,但实践中政府在这一领域责任长期缺失,农民自我供给也陷入了囚徒困境,应从政策层面上确立政府在村级公益事业投资的责任,通过实行一事一议财政奖补政策,重构政府与农民在村级公益事业投资中的关系,建立起政府引导、农民主导的新型投入机制。
