| 摘 要： | 十一五期间是我国经济发展过程中的重要时期。作为国民经济重要组成部分的电力、电信、民航、铁路、邮政等垄断产业在十一五期间取得了长足发展。十二五期间我国垄断产业主要从运营模式、竞争模式、产权模式、治理模式、规制模式等方面进行改革。十二五期间应把放松规制作为改革的方向,由相对独立的权威综合机构统一推进改革,采取整体渐进式的改革模式和路径,使垄断产业改革取得阶段性突破。
