新农村建设要重视乡村规划与城市规划的区别

十六届五中全会提出，建设社会主义新农村是我国现代化进程中的重大历史任务。为了保证新农村建设顺利进行，各地都加强了乡村规划，城乡规划法的颁布施行进一步推动乡村规划发展，但乡村规划先天不足，仍很薄弱，并出现了一些乡村规划照搬城市规划模式的问题。文章从城乡对比出发，区分了乡村规划和城市规划的不同，分析了乡村规划的影响因子，并关注国外乡村规划的经验教训，为我国乡村规划提供有益借鉴。文章指出乡村规划要摆脱城市规划的思维模式，要注重深入农村调查研究，从农村实际出发，抓住农村特点，要不断完善以提高科学性。

Pay Attention to the Differences between Rural Planning and Urban Planning in New Rural Construction

Building a new socialist countryside in China＇s modernization process is a major historic task,which was proposed in the Fifth Plenary Sessions of 16th Central Committee of the Communist Party. In order to guarantee the progress of the new rural construction going smoothly, many provinces have strengthened rural planning which is being further promoted by the Urban-Rural Planning Law, but rural planning still seems congenitally deficient and there is also an existing problem of applying the urban planning pattern to rural planning blindly. The article surveys the reasons for the problem and distinguishes between rural planning and urban planning according to the differences between rural areas and urban areas with the comparative method while mentioning some foreign experiences about rural planning.The factors which affect rural planning are also analyzed.At last, the article emphasizes that rural planning should base on rural actual states collected through in-depth investigations , seize the rural characteristics and be improved constantly.
