| 摘 要： | 社会保障是社会发展两级分化的重要“平衡器”，其出发点是为了化解人们在生活中的矛盾和风险。健全的社会保障制度是建立和谐社会的必然要求，尤其是在社会保障体系相对比较落后的农村地区。完善的社会保障监督体系是有效保障农民社会权益的关键所在。

| Abstract: | Social security is the important balancer of the polarization of social development,and its starting point is to dissolve the contradictions and risks in the people's life. A sound social security system is the key to build a harmonious society,especially in the rural areas where social security system is relatively backward. Improving the social security supervision system is very helpful to protect social security rights of farmers. |
