制度创新是破解县域金融发展困境的关键

近年来，县域经济出现了新的经济特征，文章分析了当前县域经济和金融特点，指出现有的县域金融体制与县域经济发展要求并不匹配，而正在进行的县域金融调整为县域金融重构提供了历史性机遇。文章提出只有通过金融制度创新，充分调动民间金融力量，诱导出适合县域经济特色的县域金融新体制，才是县域金融发展的根本出路，最后有针对性地提出相应的政策建议。

The Sticking Point to Settle Country Finance Plight Relies on System Innovation

In recent years, some kinds of new economic characters have appeared in country economy realm. This article analyzes the characteristics in the current situation of country economy and country finance, pointing that the current finance system is not matching the requirement of the development of country economy and the current regulation in country finance system poses op- portunities as well as challenges. The only way to choice is to mobilize the power in ＂grass finance＂ by innovation in finance sys- tem, and to produce a new system to match the country economy. Finally this article comes up some policy suggestions.
