| 摘 要： | 我国改革开放30多年的理论和实践表明,在效率和公平这两大政策目标序列的选择上,我们经历了公平优先到效率优先再到更加注重公平的历史路径。＂效率优先,兼顾公平＂的提出有其特定的历史语境、内涵和要求,其政策绩效不可否认,但也存在理论缺陷和负面效应,值得反思。
