我国城市郊区失地农民问题及对策研究——以河南省开封市为例

随着城市社会经济的发展和城镇化进程的加快，城市郊区先后有相当数量的土地被征用，不少郊区农民失去了赖以生存的土地。该文以开封市为例，从生产、生活方面，就业方面，社会保障和社会稳定方面进行研究和探讨，分析了郊区失地农民的产生原因，提出了制定合理的补偿标准，增加征地补偿内容；完善征地和失地补偿程序，切实公开透明；解决失地农民的就业问题以及为失地农民提供法律援助等对策，以保障失地农民的利益，维护社会稳定。

Study on Questions and Countermeasures of Landless Farmers in China's Urban Suburbs——Kaifeng City in Henan Province as an Example

With the urban socio-economic development and urbanization process accelerated, the urban suburb has a considerable number of the land has been taken and a number of suburb farmers which lost their land to living on. Taking Kaifeng as an example, this paper analyzes the reasons for the farmers losing their land based on the aspects of production, life,employment, social security and social stability, in order to promoting countermeasures like putting over countermeasures which constitute reasonable compensation standards and increase the content of land acquisition compensation; perfecting in procedures for land acquisition and land compensation, the practical open and transparent; solving the employment problems and giving legal aid for landless farmers etc., so as to protect the interests of landless farmers and safeguard the rights of suburb landless farmers and social stability.
