| 摘 要： | 文章根据河北省新农村建设的目标和农村发展特点，通过频度分析法设计出河北省新农村建设指标体系，并构建了动态评价模型，对2004年、2005年和2006年新农村建设实现程度进行了评价。研究表明，河北省新农村建设的实现程度逐年增加，2006年新农村建设的实现程度为66．99％，初步达到了新农村建设标准。
