| 摘 要： | 如果农民工养老保险制度实行完全积累制，将会导致我国的养老保险制度改革走弯路。若转移后的农民工养老保险采取部分积累制，转移统筹部分最多是权宜之策，决不是根本办法。农民工养老保险与城镇企业职工的一样实行部分积累制，并优先于城镇企业职工实现中央集中管理，这才是长久之计。

| Abstract: | If peasant-workers social endowment insurance is the system of total accumulation, which will lead the reform of Chinese endowment insurance system to the round-about way. If peasant-workers social endowment insurance is the system of partial accumulation, transferring unified raising account funds is not fundamental way but an expedient measure. The social endowment insurance of peasant-workers and the workers in cities and towns are the system of partial accumulation, it is a permanent solution for China to realize the priority of establishing peasant-workers social insurance system orchestrated by the central government. |
