城镇化进程中农地制度问题研究

党的十六大确定了全面建设小康社会的奋斗目标,并把城镇化进程作为全面建设小康社会的重要任务,而城镇化必须以土地作为物质基础,土地在城镇化过程中扮演着极其重要的角色。文章认为在城镇化的过程中,必须根据经济社会的发展,适时通过农地制度的改革创新,使更多的剩余劳动力转向城镇,从而提高土地的利用效率,达到农民富裕的目的。论文以西安市农地制度为例,在分析农地制度和城镇化相互关系的基础上,探讨现行中国农地制度对城镇化积极和消极两方面的影响,指出现行农地制度存在的问题严重制约城镇化的发展,并且针对存在的问题,借鉴美国、日本农地制度演进和城镇化进程的一般关系,通过对几种农地制度的比较分析得到城镇化进程中农地制度的改革目标——永佃制。

Study on Farm Land System in the Process of Urbanization

The 16th Chinese National People's Congress has confirmed the objective of struggle the well-off society construction,regarding urbanization process as the important task of the well-off society construction. The paper thinks,in the process of urbanization,we must make the farmland reformation and innovation according to the economic and social development,making more surplus labors to transfer to cities and towns,thus improving the utilization efficiency of the land,achieving the goal of wealthy peasant. The paper regards farmland system of Xi'an as the example,discussing both positive and negative aspects of the existing farmland system and pointing out that the existing farmland system constraints the development of urbanization seriously. According to the existing problem of farmland system,the paper use the farmland system evolution and the process of urbanization in United States and Japan for reference,through the comparing of several farmland system,getting out the objective of the farmland system reformation-permanent rent system.
