论农村筹资筹劳“一事一议”制度存在的问题与完善——贵州省例

农村税费改革后，村内兴办集体公益事业所需资金和劳务，已不再固定向农民收取，而是通过开展“一事一议”的办法筹资筹劳。但“一事一议”制度实施几年来，并没有达到预期的效果，这既有制度本身的问题，也有制度执行的问题。要使“一事一议”制度达到预期效果，完善农村“一事一议”制度，有必要对当前实施情况进行实地调查，并作分析讨论。
