基于项目治理因子的政府投资项目代建制实施现状及问题分析

政府投资项目代建制是我国投资体制改革的重要举措之一,在实施过程中也出现了一些问题.以项目治理理论为基础,分析影响代建制制度设计的关键治理因子,以及与关键治理因子相对应的代建制实施关键环节.针对这些关键环节,采用数据对比的形式分析了国内代建制实施的现状及存在的主要问题,并基于关键治理因子的分析框架对国外政府投资项目管理模式的制度变迁进行了分析与描述.在上述分析的基础上,提出了进一步深化代建制改革的相关建议,将为政府相关职能部门制定政策提供了参考.
