高层次区域创新人才竞争力评价体系研究

摘    要:高层次区域创新人才竞争力评价是衡量人才工作的重要基础.文章在借鉴国内外区域竞争力研究思路与方法的基础上,结合我国人才工作的实际,给出评价指标选取的原则,通过综合分析人才本体、人才效能及人才环境等因素,构建造合我国高层次区域创新人才竞争力评价的指标体系,对定量分析高层次区域创新人才竞争力莫定了基础,为高层次人才资源的引进与培养管理有着重要启示.通过结合东部沿海省市的高层次人才创新人才竞争力的实际状况,可以清晰把握地区差距,为弥补差距找到解决对策.

Abstract:Regional high-level innovative talents competitiveness appraisal is an important basis of measuring the talent work.Taking reference of regional competitiveness research at home and abroad,combing the practice of China,the paper provides an appraisal index principle.Through comprehensive analysis of the talent ontology,effectiveness and environmental factors,the paper constructs the regional high-level innovative talents competitiveness appraisal system,which lays the foundation of quantitative analysis of the regional innovation talents,and has an important enlightenment of high-level talents introduction and training management.Through the combination of eastern coastal provinces’ high-level innovative talents competitive ness,the gap between regions and the countermeasures to bridge the gap will be found.
