江苏高新技术产业效率评价与驱动因素分析--基于Malmquist-CLAD的实证检验

文章基于江苏省高新技术产业2000-2017年数据,利用DEA-BC^2模型、Malmquist指数和CLAD模型在行业异质性视阈下分析行业综合效率与动态演变趋势及其影响因素的驱动效应。结果表明:江苏高新技术产业综合运营水平较高,总体呈增长趋势,但行业间运营效率差异明显;技术进步是推动江苏省高新技术产业全要素生产率增长的主要因素,而规模效率对其变化的驱动程度较小;影响江苏高新技术产业全要素生产率如研发人员数等因素的驱动效应差异显著。针对研究结果,从提升自主创新能力、优化行业人力资源配置、合理规划行业规模等方面为江苏高新技术产业可持续发展提供政策建议。

Efficiency and Driving Factors Analysis of High-tech Industry in Jiangsu Province:Based on Malmquist-CLAD

Based on the data of high-tech industry in Jiangsu province from 2000 to 2017,this paper uses DEA-BC^2 model,Malmquist index and CLAD model to analyze the industry’s comprehensive efficiency,dynamic evolution trend and driving effect of influencing factors from the perspective of industry heterogeneity.The results show that the comprehensive operation level of high-tech industry in Jiangsu province is relatively high,showing an overall growth trend,but the operation efficiency gap between industries is obvious;technological progress is the main factor to promote the growth of high-tech industry TFP in Jiangsu province,while scale efficiency has little driving force to its change;there are significant differences in TFP among high-tech industries in Jiangsu province,and influential factors such as the number of R&D personnel have significant difference in driving effect.According to the research results,this paper provides policy suggestions for the sustainable development of high-tech industry in Jiangsu from the aspects of improving the ability of independent innovation,optimizing the allocation of human resources in the industry,and rationally planning the scale of the industry.
