新型农村合作医疗制度的隐性强制研究

随着新型农村合作医疗制度试点在全国范围内展开,其可持续性成为人们关注的焦点,尤其是在新型农村合作医疗制度自愿参与原则下,如何化解逆向选择,稳定和提高参合率成为重要问题。文章在分析农村合作医疗制度发展过程后,认为在当前新型农村合作医疗制度吸引力的情况下,在自愿和强制之间,寻找隐性强制是化解逆向选择的最佳方法。为此,文章在总结了国外和国内农村医疗卫生实践后,提出了建构新型农村合作医疗隐性强制的五个方面的政策建议。
