| 摘 要： | 垃圾处置的外部性及其引起的环境问题始终未能得到合理解决,是制约中国垃圾市场可持续发展的核心要因。文章以废旧计算机回收利用为例,重点分析不同市场类型的外部性特征和类型,寻求市场均衡下的政策最优解。结果表明：收费和补贴制度是解决市场外部性的重要环境经济手段。 |
