农村社会保障制度建设的障碍研究

我国正处于加速发展农村社会保障制度的新时期,但多方面的因素阻碍了农村社会保障制度。户籍制度使得农村流动人口无法得到社会保障制度的有效覆盖;土地征用过程及土地流转过程的不合理损害了农民的社会保障权利;偏向于城市经济社会政策导致农村社会保障资源供给不足。因此,在户籍制度改革的过程中,要进一步加强农村社会保障的制度化、法律化建设,按照农村居民的社会保障补偿有利于广大农民的根本原则,不断发展和完善农村土地管理制度,以促进城乡社会的协调发展。
