创新农民专业合作社治理结构促进农村改革和发展实现“第二次飞跃”

农民专业合作社是实现农业适度规模经营的有效途径,治理结构是农民专业合作社高效运作的基础和保障。文章指出,目前我国农民专业合作社数量扩张很快,但在内部治理结构上存在许多问题,致使合作所带来的规模效应和互补效应为合作社内部的摩擦效应所抵消,合作社的组织资源未得到充分发挥。文章认为,为确保农民专业合作社高效运作,在治理结构设计上要充分重视不同成员的能力差异与利益关系,区分两类决策类型并赋予不同的投票权,设立独立监事以加强合作社内部的监督与制衡。

Innovating Peasant Cooperative's Governance Structure to Promote "The Second Leap" of Countryside Reform and Developing

Governance structure is the basic guarantee for highly efficient operation of peasants cooperative.The number of Peasants Cooperative in China increases quickly.However,there are many internal problems once the governance structure was designed.The friction effect of the cooperatives will offset the scale effect and complementary effect,as well as the advantage of cooperatives.Research results shows that in order to ensure the professional peasant cooperative operates efficiently,we need to give full attention to the differences in abilities and interests of different people,distinguish between two types of decision-making type and give different voting rights.Besides,establishing an independent supervisor in order to strengthen internal oversight and balances of cooperatives is necessary.
