| 摘 要： | 自2008年启动的成都市耕地保护基金制度,作为一项符合统筹城乡过程中耕地保护和维护农民权益的要求的制度性安排,是从底层通过法律化表达的形式将农民权益固化,并与耕地保护责任相结合的一种做法。文章认为,耕地保护基金制度实施以来,在加强耕地保护、促进农村土地产权流转和加快农业产业化进程等方面发挥了积极作用。文章在对成都市耕地保护基金制度实施以来的做法与成效进行调查和分析的基础上,从保护农民利益、坚持市场化原则和完善耕保基金制度等方面提出了进一步推进和完善该项制度的建议和思考。

| Abstract: | The farmland protection fund system started in 2008 in Chengdu is a systematic arrangement about the protection of farmland and farmers’ benefit in the rural urban integration process,which is a kind of law explain.This article analyzes the investigation and analysis of the practice and effectiveness of Chengdu farmland protection fund system from the aspects of farmland protection,rural land property-right transfer and industrialization,and then it puts forward suggestions and thinking of further promote and improve the system from the aspects of marktetization and perfect the system of farmland protection. |
