我国战略性新兴产业与传统产业协同发展路径研究

文章指出,战略性新兴产业的培育和发展对于国家进一步优化产业结构、实现产业转型升级、形成可持续发展模式具有重要战略意义。文章分析了国外发达国家在促进战略性新兴产业发展方面的政策体系引领、高强度的产业研发投入、积极的商业模式创新、严格的知识产权保护和根治性的产业选择等有效做法,认为战略性新兴产业促进传统产业转型和升级、传统产业形成战略性新兴产业的需求驱动,二者并非简单的竞争和替代关系,而更多地呈现出融合协同发展的需求。文章最后从政策协同机制、人才协同机制、金融协同机制等方面提出了促进战略性新兴产业和传统产业协同发展的路径选择。

Research on the Coordinated Development Path for the Strategic New Industry and the Traditional Industry

The cultivation and the development of the strategic new industry is of great importance for optimizing industrial structure, realizing the industry transformation and upgrade, forming the sustainable development model for the country. By analyzing the effective measure taken by the foreign developed countries such as the policy system guidance, the high innovation and research input, the active innovation of business model, the strong intellectual property protection and the selection of the industry. The paper presents that the strategic new industry could promote the transformation and upgrade of the traditional industry and the traditional industry could form the demand innovative for the strategic new industry, so that the relationship between the strategic new industry and the traditional industry is not the competition and the substitution, while which should be the collaborative relationship. Finally, some countermeasures such as the policy collaboration, the talent collaboration and the financial collaboration are presents for the synergetic development of the strategic new industry and the traditional industry.
