| 摘 要： | 金融体系萎缩、资金投入量不足是我国农业产业化所面临的制约因素。如何突破这一发展的“瓶颈”是目前急需解决的问题。文章在科学定位财政投融资体系的基础上，论证了农村财政投融资体系对解决这一问题的作用，进而提出如何完善农村财政投融资体系的政策建议。

| Abstract: | Financial system shrinkage and capital input insufficient are two main restraining factors in China agricultural industrialization. How to break through this development bottleneck is now an emergency. The functions of rural investment and financing system to solve this problem are proved on the basis of science orientation. And then recommend policies for perfecting the system of rural investment and financing are put forward. |
