| 摘 要： | 文章基于1998—2007年间广东政府部门对人力资本公共投入的数据,采用泰尔指数进行实证研究,考察政府部门人力资本投资差异。研究表明,广东省人力资本公共投资的总体差异呈现缩小的趋势,但与长三角地区相比存在一定的差距;在人力资本公共投资分布的总体差异中,随着时间的推移,地区之间差异在总差异中的比重越来越小,区域内部的差异占总差异的比重越来越大;在四大区域的人力资本公共投资分布差异情况中,东部地区的分布差异化程度最高,并且呈现出逐渐增加的趋势。一方面,各级政府应该增加人力资本公共投资的力度;另一方面,省级政府应该加大对各地区特别是东部地区的财政转移支付力度。
