Analysis of Industrial Clusters Policies: Effect, Principle and General Framework

Focusing on the principle, general framework and features of clusters policies, the scope of this paper includes three sections. Firstly, by reviewing contemporary literatures, the impact and effectiveness of clusters policies was discussed theoretically and empirically, the idea that the effect of clusters policies only could be evaluated on the consideration of regional economic development was bring up. Secondly, the general principle of clusters policies, especially the certain consideration on the targets and toolbox, which should be implemented in the process of policy-making, was discussed. And thirdly, the framework of clusters policies was structured, the detail of the policies displayed and the distinction of clusters policies and traditional industrial policies analyzed.
