战略性新兴产业产学研协同创新体系构建路径研究

战略性新兴产业作为知识技术密集型产业,其发展以技术创新为核心。战略性新兴产业创新的重大创造性、突破性、交融性、创新主体多元化等特征决定了必须构建与之相适应的产学研协同创新体系。面对技术创新战略协同性不强、产业技术创新质量不高和创新管理效率偏低等问题,构建战略性新兴产业产学研协同创新体系应推进科技创新制度顶层设计,增强产学研合作的协同性;完善创新责任与利益分配机制,增强创新主体创新积极性;加强产学研合作公共服体系建设,推进产学研协同模式创新。

On Strategic Emerging Industries to Establish the Innovation System of Industry-University-Institute Collaboration

As knowledge and technology-intensive industries, strategic emerging industry takes technology and innovation as the core. Its features of creative, breakthrough, blend, innovative determine that the strategic emerging industry must be constructed with suitable research collaborative innovation system. There are still problems such as technological innovation is not strong, industrial technology innovation is not high quality and low innovation management efficiency. Therefore, to establish the innovation system of industry, university and institute collaboration we need to promote scientific and technological innovation system for top-level design, and enhance research cooperation; improve the responsibilities and benefit distribution mechanism; to enhance innovation initiative; strengthen research cooperation in public service system and promote research collaboration model innovation.
