深港人力资源合作的思考

摘    要:随着CEPA不断丰富和深化、泛珠三角区域劳务合作框架的建立和持续推进,为深港合作提供了新的发展机遇和动力。深港人力资源这一以长远利益为纽带的区域间合作,是未来两地合作的重要项目,对实现区域性共赢局面有着实质性意义。本文通过对深港两地人力资源的状况进行比较,同质性与互补性的分析,确立合作的基本思路,提出了合作的三种方式,建议在双方政府的主导下,实施培养、评价、使用三大计划,构建人力资源发展服务平台,形成深港高科技人才、国际化人才集聚效应。

Abstract:The cooperating between Shenzhen and Hong Kong,by the CEPA's enriching and deepening,through establishing cooperating frame in working business in extensive pearl triangle area and it's continuous boosting,is offering new developing opportunities and powers for Shenzhen-Hong Kong's cooperation at this time.This co-operating process tings is the long-term benefits in using Shenzhen and Hong Kong's human resources,is the important item for the future.The author is trying to comparison Shenzhen and Hong Kong's human resources,analysis there complementary,draw a conclusion of basic thought,set up three ways,suggestion under the government guiding,actualize training、evaluation and betaking plans,construct a serve platform for human resources developing,form hi-tech and internationalize collect effect of Shenzhen-Hong Kong's human resources
