转变规划建设思路 破解紧约束条件下的可持续发展困局

本文在分析当前深圳规划建设面临经济发展转型、资源环境瓶颈、社会矛盾日益凸显和快速城市化积累的深层次矛盾和问题等四方面困扰的基础上指出,要适应形势变化、打破四个困扰,就必须在规划建设思路上实现十个战略性转变。同时,从土地及住房、人口、经济、资源能源环境交通政策和政府治理结构等五方面全面反思了现行政策和管理体制,为十个战略性转变的实现创造条件政策和体制环境。

Change planning and construction thinking and breaking sustainable development's predicament under condition of strict restriction

Now the economy transition,resources and environmental stress,social contradiction and urban problems during the process of rapid urbanization,are restraining Shenzhen City from making a progress on the urban planning and municipal development.In order to overcome these difficulties,ten changes about the strategy of urban planning and municipal development are required.This article also makes a careful review on the policies of land &housing,population,economy,resources &environment,and the administration of city government,which are very close to urban planning and municipal development.
