Industrial cluster, which can be called in other ways and also be treated as important source of enhancing regional competitiveness and creating regional competitive advantage, has got great concerns from adademics and even the government sectors and has been applied in the western oil and natural gas chemical industry cluster development practice. In the backgound of the country＇s continuing to vigorously promote development of the western region and focusing on the implementation of the strategy to replace the oil, the development of oil and gas resources industry should be oriented this way：to increase investment and accelerate the development of oil and gas resources, and to make the oil and gas resources industry to become the strategic pillar industry of the economic development of the western.
