| 摘 要： | 农民工进城就业与安居存在户籍制度、就业制度、住房、子女受教育、社会保障、权益保障、土地制度、管理制度等障碍和制约。构建农民工进城就业安居的法律保障体系,要清理并修改已有的法律制度,加紧制定新的法律制度。要强化农民工进城就业安居的执法力度,必须建立一种城乡统一的制度,让农民工自然而然地进城稳定就业、乐于安居。

| Abstract: | Government＇ concern has been highly drawn to migrant peasant workers＇ problems. This paper studies all problems about migrant peasant workers＇ employment and living to city in a deepgoing and meticulous way. We analyse all kinds of systems to obstruct migrant peasant workers＇ employment and living to city, discuss legal solutions to establish and improve new system and drive migrant peasant worker to employ and live in city, and propose suggestions on forming legal setup to guarantee peasant workers＇ employment and living in city. These findings provide concretely theoretic guidelines on establishing law mechanism to safeguard right to migrant peasant workers and promote town and country development as a whole. |
