| 摘 要： | 加入《政府采购协定》不但将使我国市场完整地对外开放,而且将极大地促进国内政府采购制度的完善和发展。我国准备加入的GPA,是一个对开放程度和透明度要求很高的协议,而且正处于一种更新换代的特殊时期。认真分析WTO框架下的政府采购透明化的发展形势,不断完善我国相关制度建设,不仅对我国加入GPA的谈判起着重要作用,而且对我国政府采购也具有重要的现实意义。

| Abstract: | Accessing into GPA make our market's opening-up more completely and promote the development of our government procurement system.At present GPA,as the agreement which have higher requirement concerning the opening level and transparency,is in the special period of updating.To analyze the situation of government procurement transparency under WTO framework and consummate the construction of some related system does not only play an important role in the negotiation but also have important realistic meaning to our government procurement. |
