| 摘 要： | 社会企业最主要的特点是同时追求商业和社会目的。它强调社会企业家精神的塑造,注重机构经营者的经营专业能力,使得公益组织能在社会、政府及商业发展的三角结构中形成相对独立的社会权力,成为能够承接政府让渡出的权力的有力承接者。它能以增权赋能为本,以提供教育支持、金融支持、平台技术支持等多种途径实现库区移民就业社会资本构建,促进库区移民积极就业。
