摘    要:西部民营企业在发展的规模和速度上均与东部企业存在比较大的差距,这种差异性导致的直接后果就是东、西部经济发展的巨大差距。西部地区民营企业的持续发展对我国的西部大开发具有特殊的重要意义。人力资源是企业兴衰成败的关键资源,企业人力资源管理中持续发展的动力机制的缔造是一个事关西部民营企业持续发展的重要课题。西部民营企业在人才招聘与使用、培养、考评和激励中的伦理实然状态不佳,使其缺乏持续性发展的动力机制,并成为西部民营企业最重要的竞争劣势。从理论和实践两个角度来考察,伦理型人力资源管理模式是西部民营企业持续发展的动力机制,民营企业要想持续发展就应树立互惠互利、公平公正、以人为本和诚信的伦理观念。
