| 摘 要： | 本文在分析"三农"问题的现状及产生原因的基础上,对当前农村、农业、农民的问题进行了重新认识和梳理,提出了认识和解决"三农"问题的核心观念,即在农村问题上要抓住农村经济组织的建设和强势发展;在农业问题上要大力推进乡镇域经济的构建和发展;在农民问题上要建立产权清晰、流转自由的农村土地制度,激发农民的生产积极性以提高土地的使用效率。这三个问题当属目前"三农"问题的三个核心问题。

| Abstract: | This article in the analysis that the cur- rent situation of the ＂3 farming＂ problem and its causes, on this basis, the issue was revisited and combing current country, agriculture and farmer, put forward the core concepts to know and solve ＂3 farming＂ prob- lem. Namely on the countryside to seize the rural economic organization construction and sustainable devel- opment; on agriculture to promote the construction and development of village economy; on farmer problem should establish clear property rights, free transfer of the rural land system, arouse the manufacturing enthusiasm of the farmer to improve land use efficiency. The three problems are the core problems of current ＂3 farming＂ problem. |
