改革开放以来中国农地制度改革的经验与前瞻

改革开放以来,农地制度变革主要经历了探索形成、稳定深化和制度化系统化三个阶段。农地制度改革成功的经验在于必须把握正确的改革路向,坚持遵循客观规律与尊重主体意愿相结合的原则,运用渐进式的改革策略。农地制度的进一步改革必须坚持农地集体所有,以家庭经营为基础探索多种经营方式;并逐步解决农地责任过载问题,为农地制度改革提供保障;变革的重心将从农村土地经营制度转向农村建设用地制度。

China farm land system reform's experience and expectation after reform and opening

Ever since 1979,rural land system reform in China has undergone three stages:1)groping and for-mation,2)stabilizing and deepening,and 3) system systematizing.The key to success in the reform of rural institution lies in grasping correct path of reform,sticking to the principle of combing objective laws and respecting subjective wishes,and applying piecemeal reform strategies.To further rural land system reform,we must 1) stick to collective ownership of rural land,and explore various ways of operation based...
