略论民营经济产生的动因及其对地区经济的影响--以浙江温州和山东潍坊为例

民营经济是最灵活的生产经营方式之一,其产生和发展是“以人为本”理念的结果。民营经济是国民经济发展的动力之源,其发展态势关系着地区经济的发展规模:凡是民营经济发展较好的地区,经济实力往往较强,反之则偏弱。这在浙江温州与山东潍坊亦有所表现,两地民营经济发展规模的不同使其总体经济实力出现了较大差异;两地民营经济发展快慢的不同使其产业比例、产值和劳动力动员量存在较大差距。民营经济最能调动生产者的积极性,能激发和调动劳动者发自内心的激情,产生显著的经济成效。然而,要真正促进民营经济的发展,还需克服许多困维,必须进一步转变政府职能;转变思想观念;推进社会保障改革,完善各种劳工保护立法和司法,逐步提高职工的劳动报酬和待遇,同时也要不断提高人们的诚信意识,放宽搞活投融资市场。

On the Major Underlying Forces for the Emergence of the Non-Governmental Economy and Its Impact on the Regional Economy

The non-governmental economy is one of the most flexible modes of operation,its emergence and development is the result of the following idea:"people oriented".It is the source of the underlying forces that will push the national economy forward and there is a very close relationship between the development of non-governmental economy and national economy.Take Wenzhou and Weifang as examples,their different development scale of non-governmental economy leads to different economic strength and their different speed of non-governmental economy development leads to different industrial structure and value of production.The non-governmental economy plays an important role in mobilizing the initiative of workers and will yield significant result.To truly promote the development of the non-governmental economy, we should further change the government's role,change people's notions,push forward the innovation of social security,improve the legislative and judicial system of labor protection,gradually improve the payment to labor and enliven the investment and financing markets.
