新时期福建21世纪海上丝绸之路核心区建设思路探析

十九大提出,要以“一带一路”建设为重点,坚持引进来和走出去并重,遵循共商共建共享原则,加强创新能力开放合作,形成陆海内外联动、东西双向互济的开放格局,成为新一轮对外开放的重要方略。福建是21世纪海上丝绸之路建设的核心区,是陆海内外联动、东西双向互济的国家开放创新平台。根据国内外形势和“一带一路”倡议需求变化,重新认识和思考福建海丝核心区建设承担的历史使命和任务,完善核心区建设思路,加大政策支持力度,不仅关系到福建海丝核心区自身建设,对统筹推进“一带一路”建设,构建人类命运共同体也具有重要战略意义。

Study on Construction of the Fujian Core Area of the 21st-Century Maritime Silk Road in the New Era

The 19th Communist Party of China National Congress reaffirms China's effort on Belt and Road Initiatives in the spirit of extensive consultation, joint contribution and shared benefits. Fujian is identified by Chinese government as the core area of the 21st-Century Maritime Silk Road and should play active roles. This paper reviews the opportunities and challenges which Fujian has faced to accommodate such responsibilities and roles. Then a new framework and key points associated are laid down and discussed. A set of recommendations are proposed at the end.
