“一带一路”倡议背景下的全球价值链重构

全球价值链重构是发展中国家突破"低端锁定"困境,进而实现产业升级的重要途径。当前,全球价值链存在着重构可能性。从理论上来讲,全球价值链重构是在禀赋变动、技术变革和制度重构三种力量协同作用下不断向横纵延伸的动态、复杂过程。而"一带一路"倡议的推进,正使三种力量得以积蓄并爆发,成为全球价值链重构的突破口。未来,中国需要发挥领头羊作用,借力"一带一路"平台,顺应比较优势的变化趋势,与沿线国家进行差异化产业合作;把握新一轮科技革命的机遇,推动沿线国家创新资源共享;创新、整合国际经贸规则;不断推动要素资源的全球配置与重组进程。

The Reconstruction of Global Value Chains in the Background of the Belt and Road Initiative

The reconstruction of global value chains is an important way for developing countries to break through the "low-end locking" dilemma and realize industrial upgrading. Under the current historical juncture, there are possibilities for global value chains' reconstruction. In theory, the reconstruction of global value chains is a dynamic and complex process that continuously extends horizontally and vertically under the synergistic effects of endowment change, technological change and institutional reconstruction. The promotion of the Belt and Road Initiative is enabling three forces to accumulate and erupt and becoming a breakthrough of the reconstruction of global value chains. In the future, China needs to leverage the B&R platform, playing a leading role, adapting to the changing trend of comparative advantage, grasping the opportunities of a new round of scientific and technological revolution, and innovating and integrating international economic and trade rules. So that China can constantly promote the process of the global allocation and reorganization of factors and resources.
