欧盟—中国贸易救济发展趋势及应对策略研究

本文系统梳理了1991年欧盟对中国发起第一起反倾销案件以来,欧盟一中国贸易救济案件的数量、结构、状态等历史数据;并依此从目标国、贸易保护工具和影响效应三个角度分析了欧盟一中国贸易救济发展趋势,指出中国目前是欧盟实施贸易救济的最大目标国,呈现传统贸易壁垒和新贸易壁垒不断融合、反倾销和反补贴政策工具不断融合等新特征;针对欧盟对中国贸易救济全面升级态势,提出了经济体制改革、财税改革、贸易救济制度三方面的政策建议,包括通过推进公共产权结构化、全面推进生产要素市场化、清理规范财政补贴和税收优惠、推进法律体系和制度体系完善等。

Research on Evolution Trends and Coping Strategy of EU-China Trade Remedy

The research systematically combed the historical data of EU-China trade remedy cases for the number, structure and status since the first anti-dumping case initiated by EU to China in 1991. It summarized the development trend of EU-China trade remedy from three perspectives: target country, trade protection tool and im pact effect. The research put forward that China is the most important one for EU to implement trade remedy at present. In view of the EU's overall upgrading trade remedy to China, this paper studied and put forward policy proposals on economic system reform, fiscal and tax reform and trade remedy system, including promoting the comprehensive promotion of production factors market by promoting the structuring of public property rights, clear ing up and standardizing financial subsidies and tax preferences, and promoting the improvement of legal and insti tutional systems.
