特保措施的应对策略

自2002年5月西班牙向欧盟委员会提出了对中国柑橘罐头实施特保措施第一例申请以来，截止2003年12月底，各世贸组织成员先后对我国产品发起10起特保调查，涉案金额3．23亿美元，特保措施已逐渐成为我国出口企业加入世贸组织后面对的主要难题之一。面对严峻形势，我国政府和企业都应该高度重视并全力开展各项应对工作，保护我国出口贸易的发展。

On Countermeasures against Special Safeguard Measures

Since Spain first applied to the European Union in May, 2002 for special safeguard measures against Chinese orange cans, WTO members have launched ten such cases against China's products by the end of December, 2003, with the value amounting to about 323 million U.S. dollars. The paper holds that it is urgent for the government as well as the enterprises to attach great attention to the difficult situation and various countermeasures should be adopted to ensure a smooth export development.
