欠发达地区财政支农资金配置绩效与对策研究——以西南地区贵州为例

通过运用线性回归和效益指标分析方法对贵州省财政支农资金配置进行实证分析发现,贵州财政支农资金配置对贵州农村经济的发展起到了一定的推动作用,但是资金投入的总量与结构配置效益水平都比较低,没有发挥科技兴农的作用。究其原因,主要是贵州省农村公共财政严重缺位和越位、财政支农支出结构不合理、支农资金管理不善。贵州省应尽快健全农村公共财政体系,建立多元化农业投资格局;科学确定投资重点,优化支农支出结构。同时,加强对财政支农资金监管,从而有效解决贵州财政支农资金配置绩效低下的问题。

Taking the Case of Guizhou Province to Study Performance and Strategy on Fund Allocation of Financial Support for Agriculture in Less Developed Areas

Through linear regression and efficiency indicator analyses,this paper analyzes the allocation on fiscal fund for assisting agriculture in Guizhou Province,and the research shows that its allocation on fiscal fund for assisting agriculture promotes development of Guizhou rural economy to some extent,but the total amount of fund input and the benefit of structure allocation are lower,which can not play the role of promoting agriculture by applying science and technology.The reasons are that its rural public finance is seriously vacant and offside,the expenditure structure is unreasonable for the fiscal fund for assisting agriculture,and the management on funds for assisting agriculture is imperfect.Guizhou province should improve rural public finance system to build pluralistic investment pattern on agriculture as soon as possible,set key investment scientifically to optimize expenditure structure on funds for assisting agriculture,at the same time,increase supervision on fiscal funds for assisting agriculture to solve their allocation performance.
