在经济全球化的国际环境和东北老工业基地振兴战略下,大连已经成为中国在东北亚地区对外开放的"窗口",具有参与东北亚区域经济发展的比较优势.但也面临着港口业发展竞争激烈、吸引外商投资环境有待改善、全球性金融危机的冲击等主要障碍.大连应采取发展临港产业、加强区港联动区功能建设、加强与东北亚国家的合作等策略,把"引进来"与"走出去"结合起来,化危机为转机.
