西部大开发政策对黑龙江省经济的影响

2010年国家出台的新一轮西部大开发政策，对黑龙江省经济发展带来了很多不利因素，主要是拉大了黑龙江省与其他区域问经济发展的差距；影响了生产要素向黑龙江省转移；加大了黑龙江省产业结构调整的难度；延缓了提升沿边开放的进程；削弱了招商引资的吸引力和凝聚力。建议把黑龙江省农业发展、沿边开放带，哈大齐工业走廊建设、大小兴安岭生态保护功能区上升为国家战略，以促进黑龙江省与其他区域经济协调发展。

Influences of Policy for China Western Development on Heilongjiang Economy

Heilongjiang economy suffers a lot from the new round of China Western development policy issued in 2010. It widens the economic gap between Heilongjiang and other regions, limits introduction of production factors to Heilongjiang, increases difficulty of industrial structure adjustment, slow down the process of border opening-up, and weakens the attraction and cohesiveness of introducing investmerits. Hence, the suggestion is to elevate the following projects into the national strategy, i.e. agricultural development and border open- ing-up zone, construction of Harbin, Daqing and Qiqihar industrial corridor, and ecological conservation area of Greater and Lesser Higgnan Mountains to coordinate economic development between Heilongjiang and other regions.
