| 摘 要： | 目前,我国农业保险的需求明显不足,主要原因是政府对农业保险的费率规定比较高、农业保险的种类设置无法满足用户的有效需求、农户存在严重的侥幸心理以及农业保险的保障力度不足。针对我国政策支持体系不健全、政策性农业机制未形成和财政补贴未落到实处等影响因素,促进政策性农业保险的发展,应加大农业保险政策的支持力度和宣传力度,提高农业服务质量;发挥政府部门的职能作用,对经营管理模式进行突破创新。

| Abstract: | The demand for our agricultural insurance now is obviously insufficient. The reasons are mainly high agricultural insurance rates, insatiable kind settings, fluke mind of farmers and lack of protections. Facing the influencing factors in terms of imperfect policy support system, policy-oriented agricultural mechanisms and fiscal subsidies, the government should intensify support and advocacy efforts, improve the qualities of agricultural service, give play to their functions and innovate to management mode. |
