转变乡镇政府职能,推进新农村建设

农业、农村、农民问题,始终是全党工作的重中之重。乡镇政府作为上联国家、下接乡村社会的最基层政权,其职能履行好坏与"三农"问题能否破解休戚相关。当前乡镇政府职能履行中存在的问题,主要体现在"三位"现象,影响了市场机制作用的发挥,弱化了乡镇政府的职能。乡镇职能转变是思想观念、工作方法、管理体制和运行机制的全面创新,必须按照"三个代表"要求,牢固树立和落实科学的发展观,以群众的根本利益为出发点和落脚点,按照新时期农业生产需要、农村工作形势和农民增收致富要求,推进乡镇职能转变,从转换乡镇工作机制、完善建立乡镇工作制度入手,切实解决好困扰乡镇的诸多难题,逐步使乡镇工作与群众需要相统一,与发展相同步。
