| 摘 要： | 高新技术产业集群作为高新技术产业发展的有效形式,对高新技术产业的健康发展有着非常重要的作用。黑龙江省高新技术产业集群发展中存在着许多问题。需要切实实施黑龙江省高新技术产业发展人才战略,增强企业自主技术创新能力和水平,明确政府在高新技术产业群建设中的职能地位,以促进黑龙江省高新技术产业的发展。
