浅析生猪抵押养殖贷款问题

目前,黑龙江省养猪业在健康发展,逐步走向规模化、集约化生产的进程中遇到的突出问题是资金短缺,已成为养殖业规模化发展的瓶颈。长期以来,受《担保法》的制约,生猪不能作为抵押物贷款,而如今《物权法》的实施,则为以生猪作为抵押物贷款提供了可能。有关部门应尽快建立生猪抵押贷款制度,建立健全生猪安全追溯系统,加快发展生猪保险业务、强化公示管理、推行公示方式多样化,从而尽快破解养殖户贷款难问题,引导养殖业向规模化、集约化方向加快发展。
