财政分权对地方政府效率影响的空间面板数据分析

在我国中央政府对地方政府进行放权的同时，也伴随着较高的经济增长率，所以财政分权促进了经济增长一说，很可能仅仅是一种数字错觉。但财政分权的一个直接作用是提高地方政府效率，如果能证实财政分权确实提高了地方政府的效率，则财政分权必然促进经济增长。文章在采用数据包络分析得到我国1998—2005年各省的地方政府效率后，借用空间面板回归模型发现，我国的财政分权确实有效地提高了地方政府的效率，传统的面板回归模型因没有考虑空间相关性而低估了这一作用。
