| 摘 要： | 集群理论强调集群当地内部的联系是实现企业升级的关键，全球价值链理论认为全球分配体系和生产体系中企业跨国界之间联系是企业升级的关键，但集群理论忽视了和外界的联系对于企业升级的重要性，而全球价值链理论忽视了当地联系对于企业升级的重要意义。本文通过价值链治理模式将这两种理论联系起来，认为企业是处于全球价值链不同治理模式中的单位，企业要实现升级，必须根据它在全球价值链中所处的地位，采取不同的战略。

| Abstract: | The theory of cluster emphasizes that the linkage of local clusters is key to the upgrading of enterprises. The theory of global value chain emphasizes that the global distribution system and the linkage among inter- country enterprises are key to the upgrading of enterprises. However, the theory of cluster ignores the importance of the linkage to the outside world,and the theory of global value chain ignores the importance of the linkage of locality. Through the value chain governance, this article bridges the two theories. This article regards the enterprise as a unit under the governance of global value chain. If enterprise wants to upgrade, it must apply different strategies based on its location under the governance of global value chain. |
