自然垄断的基本理论对我国的政策启示

自然垄断产业的改革应该在政府和市场的双重主导下,在全面认识自然垄断的经济、技术特性的基础上有的放矢的展开。自然垄断的基本理论,包括成本弱增理论、范围经济、可维持理论等,归纳自然垄断的技术特性,即网络性、关联经济性、大量的沉没成本和普遍服务性。同时根据自然垄断的经济技术特性,简要介绍了政府管制的原因。因此得出的政策启示:一是慎用拆分式改革,二是垄断立法要找准政策的出发点。

The Policy Enlightenment of Basic Theories of Natural Monopoly to Our Country

The reform on natural monopoly industry should be implemented under the guidence of both government and market, after gaining an overall understanding of the economic and technological features of natural monopoly.The basic theories of natural monopoly including Subadditivity Theory, Economics of Scope and Theory of Sustainability, etc, generalizes the technological features of natural monopoly such as network, economic sequence, enormous sunk cost and common service.And according to the se economic & technological features of natural monopoly, the paper briefly introduces the reason of Government Regulation and analyzes the policy enlightenment which includes cautiously adopting the spliting reform, and defining the policies in monopoly legislation.
