The Solution to Shortage of Advanced Human Resources of Device Manufactuing in North East

Though there is good infrastructure of device manufactuing in north east of china, the shortage of advanced human resources is the reason for limiting the development and prospect of device manufacturing in north east. To accelerate the develpment of device manufacturing in northeast with the Information Technology is the important strategy of the "tenth five-year plan". And advanced human resources can be viewed as the key to realize this strategy. With the analysis of the reason for the lack of device manufacturing and successful experiences of enterprises all over thd world, we could find out the corresponding solution.
